The Essex Success Regime The Mid & South Essex Success Regime (ESR) is currently one of three transformation programmes in the country. It is overseen jointly by a tripartite of national organisations which include NHS England, NHS Trust Development Authority and Monitor. Monitor is responsible for overseeing foundation trusts and NHS trusts, as well as independent providers that provide NHS-funded care.
